Wesley A. Cramer

Wesley A. Cramer is a partner in Peacock Keller & Ecker, LLP, whose primary area of practice is real estate. His chief duties include coordinating coal, land, and oil and gas legal work undertaken by the firm.

For over twenty-seven years, Mr. Cramer has represented local, national and international energy producers relative to issues pertaining to longwall mining, coal mine subsidence, coal bed methane gas recovery, underground gas storage, and litigation support. He, along with other members of the firm, have coordinated the production of title abstracts and rendered legal opinions on hundreds of titles to tracts of coal and operating rights involving thousands of acres of coal comprising some of the world's largest deep coal mines in Southwestern Pennsylvania.

He has represented corporate and individual clients in numerous issues relating to railroad properties, easements, industrial and commercial property, residential and commercial financing, zoning, water, subdivision and land development matters, pipelines, coal processing plants, real estate tax assessment appeals, transfer taxes, and purely public charity tax exemptions.

Mr. Cramer has been retained as an expert witness in cases involving coal rights, railroad easements, utility rights-of-way, and coal leases.

He is also a published author and lecturer. In 1993, Eastern Mineral Law Institute published his work entitled, "Plugging Oil and Gas Wells: Who's in Control - Lessor or Lessee? Are Some Pennsylvania Court's Changing the Rules?", 14 Eastern Min. L. Inst. ch. 22 (1993). He has lectured before several professional legal and educational organizations on a variety of subjects including coal mining, subsidence, oil and gas well pluggings, and real estate tax exemptions. He has served as a guest speaker on a variety of ecclesiastical topics at church conferences held throughout the United States, Canada and Israel.

Mr. Cramer is a Magna Cum Laude graduate of Valley Forge Military College, and a Cum Laude graduate of West Virginia University. He received his law degree from Ohio Northern University School of Law. To keep abreast of the latest developments in his primary field of practice, he maintains an active membership in the Energy and Mineral Law Foundation, the Natural Resources Section of the American Bar Association, and the Real Property, Probate and Trust Law Section of the Pennsylvania Bar Association.
